Tachometer problem is easy - the earth connection to the tach is missing.  With the panel lights not powered it can 'see' an earth via its panel light and via the panel light wiring to other instruments and their earths.  With the panel lights powered that 'earth' become 12v.

    The bugaboo I encountered on the way home from buying this car was the tachometer.  It would shut off when you turn on the headlights.  If you turn off the panel lights, it comes back on.  Not looking forward to figuring this one out.
