The tape would be to prevent stuff getting into the tank that could cause a problem, one would hope there wasn't loose stuff sculling about inside!  The pickup filter is quite big, so would need to be pretty comprehensively taped up to stop flow.

4 to 6 seconds for each pulse with a fuel line disconnected from a carb is very definitely not right, it should be pulsing several times per second.  Either the pump solenoid is binding, or there is an obstruction between the pump and your disconnection.  With an obstruction before the inlet the pump pulses quite quickly with no or minimal delivery.  

Any obstruction in the float bowls, which is AFTER your disconnection presumably, would only affect running and not delivery to a point BEFORE the carb.

Do you have a fuel line filter?  Disconnect the inlet to that and try again.  If not disconnect at the pump outlet hose from the pipe leading forwards and try that.

  When I installed the new fuel tank, there were pieces of foil tape covering the fuel inlet, the breather on top of the tank, and the outlet. Is it possible that something was on the pickup inside the tank?


  I disconnected the fuel line @ the carbs and switched on the ignition. I didn't measure the fuel, but noticed that the pump seems to send a pulse of fuel every 4 to 6 seconds. Does that seem normal?


  I'm gue ssing that either something is interfering with the tank pickup or has made its way into the line, or something has gotten into the float bowls and blocked the grosse jets or the jet inlet at the bottom of the bowls.
