[Mgs] MGB fuel problem follow-up

Hello everyone,
Thanks to everyone who's responded to my earlier email about the fuel problem with my car. Here's what I have so far:
Removing the gas cap doesn't make a difference. I haven't heard any whooshing sounds when removing the cap, but it also doesn't allow the car to run any better. 
When I installed the new fuel tank, there were pieces of foil tape covering the fuel inlet, the breather on top of the tank, and the outlet. Is it possible that something was on the pickup inside the tank?
I disconnected the fuel line @ the carbs and switched on the ignition. I didn't measure the fuel, but noticed that the pump seems to send a pulse of fuel every 4 to 6 seconds. Does that seem normal?
I'm guessing that either something is interfering with the tank pickup or has made its way into the line, or something has gotten into the float bowls and blocked the grosse jets or the jet inlet at the bottom of the bowls.
