[Mgs] Brake pressure balance switch

The balance switch is a PRESSURE switch.  If the pressure is equal in both
circuits the switch will not be activated.  If the pipe to the rear is
blocked, or either slave cylinder is seized, then the pressures will still
be equal in both circuits and the switch will not be activated.  Try it by 
clamping off the rear hose and applying the brakes.

Only if there has been significantly more flow in one circuit than the 
other, as
with a leak, will the switch be activated.  A leak can be large enough to
cause the switch to be activated but still allow the brakes to be applied
enough to prevent manual turning.  The amount of rotational force one can
apply manually is puny compared to when the car is moving.
