Whilst you can get the float chamber vent/overflow blocked, the effect of that is to prevent the float rising and shutting off fuel flow, so it floods out of the jets.  When the floats leak they fill with fuel which holds them down and again fuel floods out of the vent/jet.  When a float chamber needs fuel there are no less than three ports open - jet and vent to atmosphere, and fuel inlet, so I don't see how it can be air pressure holding the valves closed.

With the lids off and orientated correctly, and pressing the floats up firmly then releasing gently, is there any sign of the valves themselves remaining closed?  If so there must be some significant stiction holding them shut, if you have 4psi trying to push them down as well as gravity.

I'd make sure the float lid screws are free, and try and lift the lid while this problem is evident to see just where the float and valve are.  It depends how hard you need to tap the lid to free them, if it's a significant tap then you stand a chance.
