This is a nasty job Paul.
Been there - in the footwell I mean.
The lights switch was defect when I bought the GT.

Worse was the malfunctioning heater fan switch. 
I have let it inside the das hand removed all internal parts.
A thorough cleaning and some lubrication gave the miracle of the fix.
A not functioning heater fan switch will lead to an MOT failure overhere.

My manual shows two methods of retaining the switch.  One is a wire clip,
No.4 in my drawing, but the text items 22 and 23 that refers to tool 18G
1145 and the accompanying drawing Fig Na.1 shows lugs that are part of the
switch and it's surround and these have to be depressed using the tool. 
Sounds like you have the wire retainer in which case the removal tool is
irrelevant.  This seems to hook over the ends of the switch, it looks like
if you could hook something over the bottom and pull down and back that
would come free, then lift off the top, or vice-versa.  I've no experience
of the padded dash but the switch is shown adjacent to the lower edge, so
relatively accessible compared to some other components.  Maybe a head in
the footwell, mirror and torch (flash-light) jobbie.
