I am having a hard time figuring out what you are trying to do.

You had new valves installed 12 years ago,and you are just trying to adjust
them now?

Why are you running a compression check? Did you observe some kind of
problem?

What do you think Lucas oil additive will help?

It seems to me that you should learn where the timing marks are, and how to
use them, before making any assumptions about the tune. Especially, do not
adjust the carburetor until all these other issues are sorted out. Otherwise,
the entire situation is liable to spiral out of control.
