Just to be clear, the real test is if both carbs are still balanced for 
air-flow when slightly raised from idle with the throttle cable.  Some 
synchronisation instructions only cover doing it when the spindles are 
resting on the idle screws, but off idle is far more important, it's where 
the engine will spend most of its running life after all.

   Now, with engine off, see that the throttle shaft pins engage the carb 
jaws equally, so that when the shaft is turned, both throttle shafts start 
to turn at the same instant.
   Engine running, check the synchronisation.
