Not in Kalifornia. The Bureau of Auto repair determined that they were 
performing auto repair, and insisted they get the requisite licenses. 
Therefore Autozone stopped lending them out. :-( Effen bureaucrats. We 
should put a bunch of them on permanent furlough.

That said, I've seen some for $35 at Costco.
