Dan,

I'm not so sure that seeing a full filter is really telling you what 
you think.  Even if you pinch off the fuel line completely, the fuel 
filter is still going to be full of fuel, unless there's a way for 
air to get in.  Fuel being present is not the same as fuel being able 
to flow.
