Just a quick note of thanks to all who responded to my question about the
starter relay.
As it turns out that wasn't the problem.  It was, as just about everybody said
a bad ground on the battery.  I have a shut off on the negative side and
there was just enough corrosion underneath the shut off to reduce the voltage
to the solenoid.  I cleaned it all up replaced the cable and all is fine.
