Second Bill's suggestion, but taking it further.

If you have brake fluid or oil contamination on one side, the other side
can lock as it is doing all the braking.

Also if you have a leaking front caliper that has contaminated the brake
pad, the reduction in braking efficiency can cause the rear brakes to
lock up under hard braking.
