Just look at how long it took before quartz-halogen headlights were
allowed, instead of sealed-beam units. Even now, I think the light
spread requirements produce poorer headlamps than people get in
Europe.

And if you think the DOT are just conservative, how on earth did they
allow those seat belts that latched in a loose position?
