I guess that is called a "captcha" and it keeps computer geeks from setting 
up a program to automatically vote.  They need to read that mess to vote and 
that requires a personal involvement.

Or so I'm told.

Larry: I am certain there is some technical explanation for having to copy
that weird set of symbols                         before one votes. Anyone
could easily do the same so it can't be to thwart hackers. I have seen this
device used on other sites as well. What is its function?
