[Land-speed] California paint laws?

I have been told that after the first of the year in California you will not
be able to buy anything but water base paints. Does anyone know if this is
true? If you are planning on painting your car for next year maybe you had
better get your paint now if its true. For me I'm looking into wrapping the
liner after I get the body fixed.
