[Land-speed] remedial aerodynamics

Dang e-mail is a mess these days....   Hmmm I'd say they are supports for an 
incorrectly built spoiler...

On the end of a spoiler they would be used to eliminate wing tip 
vorticies...  but in the center maybe the guy is trying to locate downforce 
in a particular area.... I doubt they have any real value... but honestly 
I'm just guessing..  and would have to see a before and after with strain 
guages on each point across it...
