Thanks to all (so far) for the hints.  (soft,warm,fuzzy "you guys are
great" hand me a tissue)

I've been doing a lot of WAG, too.  Do "we" really know without a wind
tunnel?

It may do either or both, depending on the airflow over the rest of the
body. The longitudinal ribs are structural supports but they do
straighten
the airflow and act somewhat as spill plates. WAG on my part, though.

Is it downforce?  Negating drag?
