Absolutely agree with John.
Remove the operating valve plug (use a 7/16" *SIX *point socket as these
are easily rounded off)
This will ensure that the pressure is dissipated (be a little careful
removing the plug because it there is pressure in the system it will be
expelled vigorously)
Lift out the spring, top hat,  ball and valve ( I use a piece of coat
hanger wire with a slight bend about 1 inch from the end)
Check that the pressure bleed off hole in the valve is clear (wash it out
thoroughly)
Reassemble everything and test again with a pressure gauge.
