Have it crack checked before you invest in welding and machining, although a good shop will let you know if it’s not usable.

Hmm, that adds a wrinkle.

Yes, it can be welded up but as Mike suggests it may be time to go with an AL head.

A cast iron welding service is in order, then re-surface.  At least an easier job then the dreaded crack between 3 and 4.  Or, is it time to go to aluminum?
