[Healeys] Caton Bumpers???

Hello

 

>From my reading each new (?) car starts with a donor vehicle which can be
assumed comes with a chassis number. All of which means that essentially it
won't be a new car, but a rebuilt 1950's vehicle.

 

Meaning that certification, except for roadworthiness will not be required.

I have looked and do not see bumpers, nor does it look as if it has
collapsible plastic covering the steel absorbing frame on front or rear. Nor
is there any mention of such safety features.  What country will certify it
for the road?  Not in the USA or EU etc.
