[Healeys] BJ 8 Carb Needles

I installed the Grose-Jet needle assembly in my carbs some time back. When disassembling the float chambers to clean them, I see that the ball in the bottom moves VERY little, but does rattle. Is this type of valve supposed to move up like the old “needle and seat” type??
