The EU is not and never was a country, and the UK (thankfully) never
acquiesced to the Euro.  My understanding is that banking arrangements are
between banks, we each respecting their own countries laws.   Neither the EU
nor Brexit has anything to do with it.

Perhaps the recent problems with ordering from England using a credit card
are due to Britain exiting the EU (BREXIT). International banking rules are
established by covenants between the various countries - such as USA with
the EU. Since Britain is no longer a member those covenants no longer apply
and, in all probability, ones between the USA and Britain have not yet been
fianlized.
