Our AH cars dont have an ammeter - unlike the Trs.... pains 
Your readings indicate that your charging and voltage regulating system is working fine just a tad low but that may be your meter. 
So the only way you can verify amps drawn by your lights is by inserting an ammeter in circuit. 
Alternatively you could calcuate if you know the rated Watts given by the manufacturer. Perhaps it is stamped on the globe base or in the rating sheet some place ? presume that there is a module as well ? 
Then just divide the W by the 13.8 you measured. 
Are they much brighter ? 
BTW I installed a module in trunk so can read amps in/out batt. via blue tooth on my phone for this very reason.

Just for some information I can understand. 

I installed my LED conversion bulbs in my H4 semisealed headlights today. Just for my inquiring mind, I checked the battery with the lights off and got a reading of 12.5 volts. I started the car and checked the battery again, getting 13.8 volts. With the car running and the lights off, I had a reading of 13.9 volts. I have an alternator with negative ground. 

It appears the LED bulbs do not draw much voltage. I have no way of knowing what amperage was drawn in the 3 scenarios.
