I got a 1936 Morris Licensed this year by hiring a VIN verifier, a private
individual who does the job for the DMV.  The VIN plate had two VINs on it,
one was XXX out.  The other VIN matched the VIN stamped into the frame.  He
told me they want the engine in the car so they can see it is not a Hot Rod
engine being inserted to pollute the environment.  I don't know if this is
true.  He made me Stamp the model into the frame as he interpreted the true
vin as being SV 1 / xxxxx.   I stamped it in, you can't see that part of the
frame once the front fender is on the car anyway.  

We tried to license a new BJ8 project, but they told us we would have to
bring in the whole car with the engine.   

It is California, why would you expect it to make sense.
