Such coloured steering wheels were fitted to Austin A40s and A70s.

too nice for a paint job., but odd that the hub was left black. without  a tooth count, hard to tell what it is

Not Austin Healey but they used other colors on the multitude of other little British cars. Almost always the hub would be the same color.  Suspect someone repaired a cracked wheel and sprayed it brown. Be interesting to see if the splines are the same as a non adjustable 100 wheel. Many different splines used.
