As internet an mail order sales have increased, and state tax revenues have 
decrease, states have been rethinking their use tax enforcement and 
reporting policies, but for small internet and mail order purchases 
reporting and enforcement is generally still pretty minimal.

Prime example many of you may have experienced if you buy a car in another 
state you don't pay sales tax at the point of purchase, you pay your state 
when you register with your local DMV
