You can get away with it when the irregularities are very small, however 
deep pitting and "waves" cannot practically be dealt with by repeatedly 
electroplating it with copper and sanding. This is only theory.
The only thing I can imagine is lead loading of steel parts first to get 
it smooth but I am not certain this will stand up to the electroplating 
of copper.
