Got it.

California gets slammed a lot for being progressive/liberal (some say socialist)--which isn't true statewide, BTW--but 
pre-1968 (I think) cars are exempted from smog checks, and they weren't 'grandfathered'--the law was changed about 20 
years ago.

We also don't have mandatory inspections, which seems like a make work/money program for the government.  I can't recall 
an accident I've seen/heard about that was due to mechanical failure; most all are just plain driver error (incompetence).
