Question when the door is opened with the outside handle does the inside handle then function as it should?

When one installs a door panel it has the habit of binding the door against the furflex.  That is, the added thickness of the door panel tends to jam the door catch.  I would try to press the door hard against the car and see if the inside handle will open it.  Short of that you may need to pull the panel off and investigate.
