[Healeys] Fender Refitting Question

I am installing my fenders for an alignment check before painting.   Why is
there a tapped plate used at the top of each rear fender rather than a j-clip
and screw
like the other holes.     My original tapped plate was extremely corroded and
I really don't see a serious need to use a plate as opposed to a j-clip and
screw
or even a screw and nut.

What was the reason for these tapped plates?
