[Healeys] locked parking brake?

Last year I bought a 1959 BN7 that had been in dry storage since 1974. The
rear brakes were locked up tight. I told the owner to back off on the brake
adjustment and I would pick it up w/ my trailer. He did, and the brakes
were released. When I got it home, I found the parking brake cable was
seized in the "ON" position.
