[Fot] Tuesday Tune and Test info

I was asked to clarify about the Tuesday wristband procedure. You'll only
need one if you plan on driving the track for the Tune and Test session.
This will not be your weekend wristband. If you're just dropping your car
off, no need to get one. All drivers and crew will need to get race weekend
credentials starting on Thursday at the reg building, in the field, outside
of the infield entrance.
