Sorry I can't help with the axle ID but that welded inner flange shows one of the weaknesses of some of the replacement axle/flange combinations; the flange is retained by a bolt & thick washer & torqued, but there is just a little shoulder where the shaft diameter increases & the inner end butts up, & it's not enough surface area to support the axial load, & they tend to loosen.The one in the photos won't loosen.Also it appears that one of your brake shoes is upside-down, leading vs trailing...

Has anyone heard of doing that before? The axles I have are very robust (no nut) and I am trying to see if it is even possible to make another set.
