I have rebuilt a boat load of these and it's not the oil. If you put all
the parts and pieces back together in the right location it is likely the
adjustment of the lever and the solenoid. Check out the adjustment and vary
the gap between the parts and see if you get engagement.

The overdrive is not that complicated so look closely to what you have
assembled.
