Hi Jay,       The policy I found for PVGP stated:

Refund Policy
Your race entry will be fully refunded if you notify the Event Chairman or Registrar before your tires hit the track on Friday morning. If your car breaks during Test & Tune your weekend race entry fee will be refunded, but not your Test & Tune fee.
