My understanding of the rules (at least in CA) is that shops will not install a used Cat because the State wants to discourage the market for theft from cars.
I had a used Cat installed by a shop with the understanding it was because I needed to replace the pipe and muffler downstream.

He has driven this car to work every day since (about a 30 mile commute each way). His car now has something over 400,000 miles on it, and he has never had any major failures (engine, trans, rear end etc.) Recently when he took it in for inspection, the cat convertor was bad and it wouldn't pass the emissions test. He tried all over town (San Francisco area) to locate a new one and nobody carried them. So, he asked me about used ones. I suggested he try Ebay, and sure enough, he found a guy who lives within about 50 miles from him who specializes in restoring/maintaining '85/86 Honda Civics. And, he of course, had a good used one. True story.

Yesterday, I advertised a couple of Rostyles, an OEM jack, an oil pan and an exhaust downpipe. Guy contacted me about the down pipe and asked whether I had the catalytic converter. I did, but didn't advertise it as I understand that you're not supposed to sell used cats. It was actually in a garbage bag in preparation for getting tossed with the other trash Friday morning. He didn't want the pipe but I sold him the catcon!
