I had a very similar problem to this on my TR6 after switching carbs from
Zenith to a pair of Hitachi-SUs off a Datsun 240z.  I swore I had more than
enough “return spring” on the throttle linkage, would work perfectly with
throttle blips in the garage with no load, but on the street it would
behave exactly as you’re describing.  I switched to much heavier return
springs and problem went away.
