Umm, actually, wind power increases with the cube of the velocity.

Double the wind speed and the power goes up by a factor of eight.  It's 
why hurricanes and tornadoes are so damned destructive.

*Total wind power, P_t = (ρAC_i ^3 )/2*

Where, ρ = density of air
A = swept area perpendicular to wind direction
C_i = incoming wind velocity
