I use a disconnect hub that pulls to release and a steel splined sleeve
that is welded to the end of the upper steering column.  The sleeve inside
diameter should fit snugly over the end of the column with some
modification.  Weld the bottom of the sleeve onto the shaft.  Welding the
upper end may shrink the sleeve and result in a loose fit of the hub.   Buy
components from the same manufacturer and that will fit your steering wheel
bolt pattern.
