What you are describing reminds me of the ‘Chicken Shit’ SCCA rules and stuff in the 1970s that actually contributed to the birth (or rapid growth) of Vintage Racing. Many racers said, “ENOUGH!”Bill Dentinger

The stewards are just the arbiters of the rules placed in front of them. They, of course have some leeway, but, by and large, they are there to enforce and adjudicate disputes over the rules placed in front of them.
I don’t envy them.
Likewise the sanctioning body has a hard job. Balancing sponsorship opportunities for teams, market share, TV revenue, attendance numbers, manufacturers interests, etc isn’t easy. Oh and then there are the little things like making the racing safe but interesting.
One could argue that F1 was at its heyday when they killed a driver or two a year and teams sold off parts at the end of the season to get enough money to get home.
Similarly, what were some of the best racing seasons in any formula? 1967 F1? CanAm? F5000? GTP? Seems to me all of those were killed off by too much money, too many rules, dominance by too few, or some combination of all of that.
To bring it closer to home, most of us race some variation of Production cars, another all but dead class.
So think about your answer to the following question: you can choose to be in a car at the back of any season, any class, any season. Which one would you pick?

I think at this juncture it’s good to remember that the Indianapolis 500 was once a Formula 1 points race, which is why Ferrari cave over and had a shot at it.

You won't see Indy Cars on F1 tracks.
The FIA has banned that possibility, unless the Indy Cars run the track in the opposite direction.

Indy Cars, or Champ Cars are a lot more entertaining than F1.
F1 is just a porn show of technic. You can’t say it is racing.
The best car wins.

Even though I'm a huge F1 fan I've found Indy car racing to be much more entertaining in the last couple years.
The cars are more robust and so far there has been what, seven different winners this year ?
I just wish they would dump the street coarses, never been a fan of street coarses.
Love to see the Indy cars on some of the F1 tracks.
