My best effort to explain the terminology is at
http://tildentechnologies.com/Cams/CamBasics.html. Zero advance or
straight up means the exhaust and intake lobe centers (or high lift
points) are split equally before and after TDC. 0.010 is not the best
way to time a cam because it is more difficult to measure accurately due
to a lack of sensitivity (large angle change required for small lift
change). There are a million ways to do it and everyone has their
preference.
