The seal is applies by the pit steward each time you fueled the car so that
you cannot add any fuel anywhere else but in the pits. The did the same
thing at Sebring in 1963 (and probably before) but then in 1965 that
regulation was not applied nor afterwards. I made certain the tab holes for
the wire seals were LARGE so there was not stuttering around getting the
seal in place.
