Got it. Top is ok, your after the lower lever
Mine came out and went in as a whole piece. Kind of like a bolt. In fact I almost, in a pinch replaced it with a regular bolt but then wondered about the proper length, etc .
You'll have to get that stud out.
Perhaps some heat and good tight vise grips and replace the stud once you get it out.
As you say, I can't see you getting the movement you need without extracting the stud. Being threaded inside the shaft and the side of the case (I can't remember exactly, but believe it may step down in thread size slipping through the case) but threading into the rod.
I could see it being really stuck but she'll come out.

Jason, I have taken that outer nut off, double nutted it and tried to
turn the stud. I cannot get it to budge. How do you get it out? I'm
not clear about how that part goes together, since that is not something
I ever bother with during a rebuild. It looks like it has threads on
both ends with a shoulder in the center.

Unless I can get that stud out, I can only think of getting the shaft
lose at the back ot the tranny and sliding it out to engage the reverse
gear. That would mean taking the OD off the back or at least creating
enough separation to losen the screw that locks the reverse shaft and
lay shaft in position.

I repeat, engagement in the top cover is easy and not my problem.
