Bob is certainly correct on the throttle disks although I had a problem  like 
this once a long time ago after a Carb rebuild and while the gray matter is  
indeed gray I think it was caused by installing the idler arms backwards or  
upside down. i.e. It didn't matter where the idler screw was it had no  affect. 
 I'd recheck that all the linkage is installed properly.
