Yup, that is absolutely true. That is NOT an interpretation. That is
the rule. Everywhere.
Some chicanes used to have gravel traps in them to eliminate that
"benefit" but most have been replaced with pavement to reduce the
yellow flags caused by cars stuck in a dangerous position. If you blow
the chicane you can't rejoin in an advantaged position, and you have
to make sure you rejoin the race safely. In general it's slower to
comply with all that than it is to remain on the racing circuit.
But that is the rule.
