You would think so, but I recently bought a Triumph Stag whose rear brakes
didn't work; and didn't realize it from a test drive.  Didn't discover the
problem until they locked up several hours down the road (towards home); but
subsequent investigation showed they had not been working for a long time.

Not necessarily, some rebuild kits are NLA.

Nope, all it does is run that red light on the dash and serve as a connector
between the lines.
