If the bracket is twisting, you are probably trying to use one wrench. Hold the hose end with vice grips & use a flare wrench on the hard line.
Once you get the connection apart, there is a clip that slips in on top of the bracket that will slide out releasing the hose.

The upper part, next to the frame, is attached to a bracket welded to the frame.
Trying to undo that but the bracket is twisting. Any thoughts on how to get that undone?
