[Roadsters] brake hoses

I am trying to replace the front brake hoses on an early 67 roadster.

 

The upper part, next to the frame, is attached to a bracket welded to the
frame.

 

Trying to undo that but the bracket is twisting.  Any thoughts on how to get
that undone?
