Possibly, depending on whether you want to just throw money at or troubleshoot it.
Since it is an early car I assume it has a single master cylinder. Is the brake pedal solid or spongy? Does the pedal go to the floor? If you put the parking brake on & step on the brake pedal, is there much difference in the brake pedal height? What shape are the brake pads & rear shoes in? If the pads are worn down to the point where the metal pad backing is hitting the caliper mount it can keep the brakes from working properly. Same for the rear lining.
If you have an area where there is an area of gravel where you can drive onto it, then hit the brakes, you may Be able to determine which wheel(s) is not breaking.
Could be friction material, brake hoses, master cylinder, calipers or crud in the hard lines.
