Is the brake pedal solid or spongy? Does the pedal go to the floor? If you put the parking brake on & step on the brake pedal, is there much difference in the brake pedal height? What shape are the brake pads & rear shoes in? If the pads are worn down to the point where the metal pad backing is hitting the caliper mount it can keep the brakes from working properly.
